The Secretary must create an advisory group called the Advisory Committee on Minority Veterans. The Secretary will pick public members who include representatives of minority veterans, experts on their needs, minority veterans with and without combat experience, and recently separated women minority veterans. Also included are the heads (or their representatives) of Labor, Defense, Interior, Commerce, Health and Human Services, and the Under Secretaries for Health and for Benefits. The Secretary decides how many members there are, their pay, and their terms, but no term can be longer than three years. The group must meet when needed and at least twice each fiscal year. The Committee must give regular advice about VA benefits, health care, rehabilitation, outreach, and related programs, including the Center for Minority Veterans. By July 1 every other year the Committee must send the Secretary a report that assesses needs, reviews programs, and makes recommendations. The Secretary must send that report to Congress within 60 days and may add comments. The Secretary must include a summary of the Committee’s reports in the annual report to Congress. “Minority group member” means Asian American; Black; Hispanic; Native American (including American Indian, Alaskan Native, and Native Hawaiian); or Pacific-Islander American. The Committee ends on September 30, 2026.
