The Secretary can lift annual pay caps for Veterans Health Administration employees in the calendar year their duty station is closed or their office is realigned. The Secretary can also lift those pay limits for Department employees whose main job is giving expanded care to veterans exposed to open burn pits. The Secretary must work with the Director of the Office of Personnel Management. This authority ends on September 30, 2027. Each quarter the Secretary must send a report to the Senate and House Veterans’ Affairs Committees and to OPM. The report must say where waivers were used (which component and medical center), how many employees got waivers (broken down by component and medical center), and the average amount each payment exceeded the waived limit (also broken down that way). Definitions: open burn pit — as defined in the Dignified Burial and Other Veterans’ Benefits Improvement Act of 2012 (Public Law 112–260). employee — any employee, no matter how hired.
