Only the Court of Appeals for Veterans Claims can review decisions made by the Board of Veterans’ Appeals. The Secretary cannot ask for review. The Court can agree, change, reverse, or send a case back, and must decide using the record and the limits in section 7261. The Court cannot review the VA disability rating schedule in section 1155 or the Secretary’s actions to make or change that schedule. Court decisions can be reviewed as set out in section 7292.
