No one in a senior executive job at the Department may be moved to another senior executive job there unless the Secretary approves the move in writing and signs it. By June 30 and December 31 each year, the Secretary must send Congress a report listing all such reassignments in that period and explaining the reason for each and the costs involved. Allowed costs are only salary increases, temporary travel expenses for the employee or their family, moving expenses, and a paid incentive. "Senior executive position" means the term as defined in section 713(d) of this title.
