The Secretary must develop and share model education and training programs about medical care after terrorist attacks. The Under Secretary for Health will run the program, working with the Assistant Secretary of Veterans Affairs who handles operations, preparedness, security, and law enforcement. The programs must follow the model used at the F. Edward Hebért School of Medicine of the Uniformed Services University of the Health Sciences. They must teach how to recognize chemical, biological, radiological, incendiary, or explosive agents; spot symptoms and long-term or psychological effects; give emergency and follow-up care and referrals; protect against contamination; and how to get consults and report suspected use. The programs must be made differently for VA medical centers and be shareable with health profession students, graduate trainees, and practicing clinicians. The Secretary must also consult accrediting, certifying, and coordinating groups in health education when setting them up.
