Treats certain employees of a corporation set up under this law as government employees, or as Veterans Health Administration medical-care employees, for the purposes of Section 1346(b) of title 28, Chapter 171 of title 28, and Section 7316 of this title. An employee counts if they have an appointment with the Department (with or without pay), take part in research or education and training that the Under Secretary for Health approves, and do that work under supervision by Department personnel.
