To apply for the educational assistance programs under subchapters II, III, V, VI, VIII, or IX, you must send the Secretary an application and the agreement described in section 7604 that says you will serve a required period in the Veterans Health Administration in return for the education help. To apply under subchapter VII, you only need to send an application. You become a program participant when the Secretary approves your application and accepts the agreement if one is needed. The Secretary must tell you quickly in writing when you are approved. The Secretary must give applicants forms that include a plain summary of rights and responsibilities, a clear statement of what money the United States can seek if the agreement is broken, and a full description of the rules for taking part and serving. Forms and information must be given early enough to allow time to apply. The Secretary must give priority to people who already got educational help under the program but did not finish their course.
