Defines key words used in this part of the law. It tells what certain words mean when the law talks about building or changing VA health buildings and about the congressional committees that oversee them. "Alter" means fixing, remodeling, improving, or adding on to a medical building. "Construct" and "alter" also cover the studies and steps needed for building or changing a facility (like engineering, design, surveys, legal and financial work and construction documents) when done after advanced planning (including setting project requirements and design development). "Medical facility" means any place the Secretary runs or is allowed to run for health care (for example hospitals, outpatient clinics, nursing homes, or domiciliary care) and the buildings and support features that go with them (garages, parking, equipment, sidewalks, staff housing, recreation areas, etc.). "Committee" or "committees" means the House and Senate Committees on Veterans’ Affairs.
