Every medical facility must be built or changed so it resists fire, earthquakes, and other natural disasters. The Secretary must set standards for that work on a State or regional basis after checking State and local laws, building codes, and the area's climate and earthquake risks. If an existing building is bought to be a medical facility, it must be changed to meet those standards. The Secretary must create an advisory group called the Advisory Committee on Structural Safety of Department Facilities. It must include at least one architect and one structural engineer who are experts in disaster-resistant design and who are not federal employees. The committee will advise the Secretary and review the safety rules. The Associate Deputy Secretary, the Under Secretary for Health (or the Under Secretary’s designee), and the official in charge of construction are automatic members.
