Summary

The Secretary must make Department medical centers ready to protect patients and staff and to help the federal response during a public health emergency. The Secretary must provide decontamination gear and personal protective equipment, train staff to use it, and organize, train, and equip staff so they can support the Secretary of Health and Human Services and the National Response Plan. The Secretary must also give medical logistics support to the National Disaster Medical System and HHS, on a reimbursable basis and in coordination with other federal agencies. The Secretary must secure medical centers and research facilities, using the security evaluation required by the Bioterrorism Preparedness Act to guide actions like protecting people during a chemical, biological, or terrorist event, screening research personnel if needed, and securing labs. The Secretary must keep a centralized system to track where drugs, medical supplies, and equipment are and make them available through existing contracts, on a reimbursable basis, to support HHS. Medical centers, with their accredited medical school partners, must teach residents and health staff about public health emergencies and attacks from incendiary or explosive weapons consistent with section 319F(a) of the Public Health Service Act. The Secretary must run a training program so staff and community partners can join the National Disaster Medical System, follow the 319F working group’s recommendations, and consult with the Secretary of Defense, the Secretary of Health and Human Services, and the FEMA Administrator. The Secretary must also keep plans to provide mental health care, including PTSD counseling, to veterans, local emergency responders, active duty personnel, and patients; these plans must include training and certification of providers and ways to coordinate care, and must be developed with HHS, the American Red Cross, and the 319F working group. Congress authorized $155,300,000 for each of fiscal years 2019 through 2028 to carry out these duties.
