The Secretary must send Congress a yearly report about the Department’s community-based outpatient clinics and other outpatient clinics. The report is due each year by the same day the budget for the next fiscal year is sent to Congress under section 1105 of title 31. The report must list every clinic with basic facts (type, location, size, number of health professionals, workload, whether it is leased or run by the Department, and yearly operating cost). It must also list clinics opened in the previous fiscal year and clinics planned for the current and next fiscal years, with activation costs and the same details. The report must name clinics under review by the National Review Panel and possible future locations (including rural and underserved areas). Finally, it must give a prioritized list of places that could be started without building or leasing, including sites that could be expanded by adding staff or using staff from federal or partner facilities, and sites that can be established under sections 8111 and 8153.
