The Postal Service must set reasonable yearly performance targets for each market-dominant product no later than 60 days after the fiscal year starts. It must also give the Postal Regulatory Commission the previous year’s targets in its Annual Compliance Report. Within 90 days after getting those new targets, the Postal Regulatory Commission must tell the Postal Service how to publish performance results nationwide, regionally, and for local delivery areas (including Districts, Areas, and ZIP Code areas where practical), what time segments to show, and any recommended changes to measurement systems needed to produce that information. The Postal Service must make a public website with an interactive tool and update it every week. The site must show product type, performance by geography, performance by time period (annual, quarterly, monthly, weekly), comparisons to past periods, and the current and prior fiscal year targets. It must explain the data and methods in plain language, let users search by street address, ZIP Code, or PO box, and offer an interactive dashboard that can be searched, sorted, filtered, and—when practical—downloaded in bulk. The data must be available under an open license and in machine-readable, open-government formats. The Postal Service must consult with the Postal Regulatory Commission, ask the public for input, keep a feedback tool, put the site live within 60 days after receiving the Commission’s requirements, link to the site wherever targets are posted, and reference the dashboard in the Annual Performance Plan, Annual Performance Report, and Annual Report.
