Gives plain meanings for certain words used in the chapter. Nonpostal services means Postal Service offerings that this chapter specifically allows and that are not postal products or services. Costs attributable uses the definition found in section 3631. Year means a fiscal year. Local government means local bodies such as counties, municipalities (including cities, towns, and townships), local public authorities, school and special districts, intrastate districts, councils of governments, and similar regional or interstate entities. State government includes the governments of the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any other U.S. territory or possession. Tribal government means the government of an Indian tribe as defined in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304). United States, when used in a geographic sense, means the States plus the District of Columbia and the same territories and possessions listed above.
