The Appalachian Regional Commission must review and approve state and regional development plans, strategy statements, and any multistate subregional plans every year. People seeking a grant or other help for a specific project must apply through their state’s member on the Commission. The state member reviews and certifies the application and the Federal Cochairman must agree. The project must follow the approved state plan, be in the approved strategy statement, show it will be run and maintained properly, and meet the subtitle’s rules. When the state member certifies and the Federal Cochairman votes yes, that counts as the required affirmative vote under section 14302(a).
