The Appalachian Regional Commission can only make decisions if the Federal Cochairman votes yes and a majority of the state members agree, but members from States that are delinquent under section 14306(d) are not counted toward that majority. The Federal Cochairman should, when possible, talk with federal agencies that have an interest. Major actions—like setting policy, approving state or regional plans, changing the Commission Code, dividing funds among States, or naming a county distressed or economically strong—need enough state members to vote. Project and grant approvals must follow section 14322.
