Decisions must have a yes vote from the Federal Cochairperson and a yes from more than half of the State members or their alternates, including any designees. Do not count members from States that are delinquent under section 15304(c)(3)(C). Follow a different rule only if section 15304(c)(3) says so. The Federal Cochairperson should, when possible, talk with federal departments and agencies that care about the issue. Each Commission makes its own rule for what counts as a quorum. A meeting’s quorum must include the Federal Cochairperson or the alternate and a majority of State members or their alternates (not counting delinquent States under section 15304(c)(3)(C)). Each Commission must approve project and grant proposals and must do that under section 15503.
