Stops a State member, alternate, or Commission officer or employee from taking part in any Commission matter if they know they, their spouse/minor child/partner, an organization they lead or work for, or anyone they’re negotiating a job with has a financial stake in that matter. They can still take part only if they tell the Commission ahead of time about the situation, fully explain the money interest, and get a written ruling from the Commission saying the interest is not likely to affect their work. Breaking this rule can lead to a fine under Title 18, up to 1 year in jail, or both. A State member or alternate may not be paid for Commission work by anyone other than their State. A person detailed to the Commission may only be paid by the agency that sent them. Violating those pay rules carries the same Title 18 fine and up to 1 year in jail. The Federal Cochairman, the Federal alternate, and federal staff detailed to the Commission are not covered by these rules but remain subject to sections 202–209 of Title 18. The Commission may cancel any contract, loan, or grant if it finds a violation of the conflict, pay, or the listed Title 18 rules.
