The Commission must use procedures that, as much as possible, look at six things when picking and ranking projects for help. Those six are: how the project fits regional development; local economic data like per capita income, poverty, unemployment, and outmigration; the applicant’s financial resources and whether the project is well financed; how the project compares to competing projects for the same money; the likelihood of lasting job, income, or economic gains; and whether the project builds in clear ways to measure results and spending.
