There must be one Inspector General for all the Commissions, appointed under section 403(a) of title 5. Each Commission and anyone who gets money from a Commission must keep accurate, complete records of their activities and spending and must report on them. Those records must be open for audit by the Commission and the Inspector General (and their authorized staff), and the Inspector General must audit each Commission every year.
