The Administrator of General Services must keep checking what public buildings the federal government needs and must send project plans to Congress under section 3307(a) and (b). The Administrator must work with other federal agencies, tell them about plans, and ask for their help. Each agency must cooperate when the Administrator says it is needed. If the Administrator surveys a local area, they must ask the Advisory Council on Historic Preservation (see section 304101 of title 54) to name, within 60 days, any existing buildings that are historically, architecturally, or culturally important and could be bought for government use. The Administrator must place building projects fairly across the country, based on how urgent each need is, and should aim for good architecture and design.
