The Administrator of General Services, with the approval of the Director of the Office of Management and Budget, must set how much must be paid when excess federal property is transferred. The payment must be the property's fair value if net proceeds are asked for under section 574(a) of this title, or if either the agency giving or getting the property (or the unit affected) is covered by chapter 91 of title 31 or is an organization listed in section 321(c)(2) of this title. If the Administrator finds excess property can be handled through GSA supply centers, the property must be re‑transferred at prices the Administrator sets, taking into account prices under section 321(d) of this title.
