Allows the federal government to give, sell, lease, or transfer extra real property to public or nonprofit groups for certain uses: schools, health and medical research, parks and recreation, low-income housing, national service activities, or historic monuments. The General Services Administrator can assign property to the right Cabinet official or the leader of the national service agency to handle the transfer. That official can fix or change deed terms, or remove restrictions, if the property no longer serves its original purpose. The Administrator can stop a proposed transfer within 30 days after getting notice. Transfers often go to States, local governments, tax-supported institutions, or nonprofit groups that are tax-exempt under 501(c)(3). Some special rules apply. Education and health transfers must consider any benefit to the Government when setting price. Park and historic-monument deeds must require permanent use for the stated purpose and can revert to the Government if the use stops; the Park Service advisory board must recommend historic-monument property, and revenue activities are allowed only if they help preserve the site and excess income is used for public preservation. Housing transfers get a big discount: the price is reduced by 75 percent of market value (or more if justified), and recipients must use the property for self-help low-income housing where families contribute significant labor and homes meet local codes and sell for below-market prices; disability needs must be considered. National service transfers go to groups that receive federal service program funding. "State" in these rules includes the District of Columbia, Puerto Rico, and U.S. territories and possessions.
