Title 40 › Subtitle SUBTITLE I— FEDERAL PROPERTY AND ADMINISTRATIVE SERVICES › Chapter 7— FOREIGN EXCESS PROPERTY › § 703
Federal agencies may donate medical supplies that are already located in another country, as long as those items would be eligible for donation in the United States and are not being disposed of under section 702 of this title. Donations must be for use in that foreign country, go to nonprofit medical or health organizations (including groups eligible under section 214(b) or 607 of the Foreign Assistance Act of 1961, 22 U.S.C. 2174(b), 2357), and be provided at no cost to the recipient except for care and handling fees.
