It creates and names the National Capital Service Area in Washington, D.C. The area covers the main federal monuments, the White House, the Capitol, the Supreme Court, and nearby federal office buildings on and next to the Mall. The boundary is drawn in detail by streets, bridges, river edges, and channels. Where a street is a border, the street and its sidewalks are inside. Federal land that touched the area on December 24, 1973 is also treated as inside. That includes places like Fort Lesley McNair, the Washington Navy Yard, the Anacostia Naval Annex, Bolling Air Force Base, and the Naval Research Laboratory, but does not include land that was outside the District of Columbia before December 24, 1973, parts of Anacostia Park east of the Eleventh Street Bridge, or parts of Rock Creek Park. The law says it does not change rules that already cover the Capitol Buildings and Grounds, the Supreme Court building and grounds, or the Library of Congress buildings, nor does it cancel authorities or laws that existed on December 24, 1973 and were in effect on January 1, 1975. Any U.S. or D.C. laws and rules that applied to the area on January 1, 1975 keep applying until they are changed. D.C. services authorized under the Home Rule Act should, when possible, be provided to Congress, its offices, and certain judicial and legislative officials on request, and payment must be made in advance or by reimbursement when required. No one may be denied the right to vote in D.C. just because they live in the Service Area. Defined names: National Capital Service Area — the specific D.C. area around the Mall and major federal buildings described by the detailed boundary. Federal real property that affronted or abutted the area on December 24, 1973 — federal land next to that area on that date (includes the listed bases and facilities).
