The President must appoint a National Capital Service Director in the Executive Office of the President. The Director will be paid at the maximum Level IV rate under section 5315 of title 5 and may hire staff and set their pay under chapters 33 and 51 and subchapter III of chapter 53 of title 5. Using District of Columbia government services when practical, the President through the Director must make sure the area described in section 8501(a) has adequate fire protection and sanitation. Except for the United States Capitol Buildings and Grounds (sections 5101 and 5102), the Supreme Court Building and grounds (section 6101), and the Library of Congress buildings and grounds (section 11 of the Act of August 4, 1950 (2 U.S.C. 167j)), the Director must also ensure police protection and upkeep of streets and highways in the rest of that area.
