The National Capital Planning Commission can send reports and recommendations to the D.C. Zoning Commission about whether proposed zoning changes fit the city's comprehensive plan. The Planning Commission can also give the Zoning Commission its own proposed changes to the zoning rules or the zoning map. If a Planning Commission representative asks, the Zoning Commission can pause a public hearing for a reasonable time so the Planning Commission can give another report. The Planning Commission can set up a Zoning Committee of at least three of its members (size may change) to do these duties when the Commission allows and when the Zoning Commission asks and the Planning Commission approves.
