Each year, up to one cent for every person in the continental United States, as shown by the last decennial census, can be included in the District of Columbia Appropriation Act for the National Capital Planning Commission. The money pays the Commission’s expenses and land costs under section 8731, and it is taken from D.C. revenues and the general Treasury in the same proportion as other D.C. expenses.
