Creates the National Capital Memorial Advisory Commission and puts eight top officials on it, from agencies like the National Park Service, the Architect of the Capitol, the Mayor of Washington, D.C., the Secretary of Defense, the GSA Public Buildings Service Commissioner, and the chairs of three memorial, arts, and planning commissions. The National Park Service Director is the chair. The commission must advise the Secretary of the Interior and the Administrator of General Services about policies and proposals for memorials in Washington, D.C., and nearby areas. It must meet at least twice a year.
