Make the map titled “Commemorative Areas Washington, DC and Environs”, number 869/86501 B, dated June 24, 2003, available for the public to view at the right National Park Service and General Services Administration offices. After getting advice from the National Capital Memorial Advisory Commission, the Secretary of the Interior or the GSA Administrator may recommend a commemorative work in Area I only if the subject has preeminent, lasting importance to the United States. They must tell the Commission, the House Committee on Natural Resources, and the Senate Committee on Energy and Natural Resources. Congress must pass a law approving the placement within 150 calendar days of that notice. Area II may have commemorative works about subjects of lasting importance to the American people. After the Commemorative Works Clarification and Revision Act of 2003 took effect, no commemorative work or visitor center may be placed inside the Reserve.
