Creates a Chief Acquisition Officers Council inside the executive branch. Its members include the Deputy Director for Management of the Office of Management and Budget; the Administrator; the Under Secretary of Defense for Acquisition and Sustainment; the chief acquisition officer for each executive agency required under section 1702 and the senior procurement executive of each military department; and other senior agency officials chosen by agency heads in consultation with the Council Chair to help with the Council’s work under section 1312(b). The Deputy Director for Management of OMB is the Chair. The Council chooses a Vice Chair from its members for one-year terms, and that person may serve more than one term. The Administrator leads the Council’s activities for the Deputy Director. The Administrator of General Services must provide administrative and other support.
