Summary

Federal agencies must buy any product or service on the procurement list in section 8503 from a qualified nonprofit agency for the blind or from a qualified nonprofit agency for other severely disabled. They must follow the Committee’s rules and pay the price the Committee sets if the item or service can be delivered in the time the agency needs. This rule does not apply to products that are available from an industry created under chapter 307 of title 18 when section 4124 of title 18 requires those products to be bought from that industry.

(a)An entity of the Federal Government intending to procure a product or service on the procurement list referred to in section 8503 of this title shall procure the product or service from a qualified nonprofit agency for the blind or a qualified nonprofit agency for other severely disabled in accordance with regulations of the Committee and at the price the Committee establishes if the product or service is available within the period required by the entity.

(b)This section does not apply to the procurement of a product that is available from an industry established under chapter 307 of title 18 and that is required under section 4124 of title 18 to be procured from that industry.
