The Secretary must pay any State or affected Indian tribe that signs the required agreement for a potential test site. The payment will cover 100 percent of the money that State or tribe spends on monitoring, testing, evaluation, or related consultation and cooperation for that site. Payments stop when the facility’s cleanup and closing are finished. The payment to a State or tribe cannot be more than $3,000,000 per year, counted from when the site was identified until cleanup is complete. Payments go only to States or tribes where the potential site was identified. A State gets money only if it agrees to give each local government that contains the site at least one-tenth of the payments the State receives. Otherwise, the State or tribe can spend the rest as it chooses, including on the agreed activities. Annual payments are prorated on a 365-day basis to the stated dates.
