Creates an Office of Civilian Radioactive Waste Management inside the Department of Energy. A Director runs the Office. The President appoints the Director with Senate approval. The Director is paid at the Level IV Executive Schedule rate (under 5 U.S.C. 5315). The Director must carry out the Secretary’s duties for this subject and answer directly to the Secretary. Each year the Director must send Congress a full report on the Office’s activities and spending. The Government Accountability Office must audit the Office if either House asks or if the Comptroller General decides it is needed. The Comptroller General can inspect the Office’s records and must report the audit results.
