States that receive the grant must give subgrants to eligible groups for programs that prevent family, domestic, and dating violence by providing immediate shelter and supportive services to adult and youth victims and their dependents. The funds can pay for things like immediate shelter and shelter operations; safety planning; individual and group counseling and peer support; outreach, training, and technical help; culturally and language-appropriate services; services for children and help for the nonabusing parent; advocacy and case management (for example, help getting federal or state benefits, legal or medical advocacy, help finding housing, transportation, child care, job training, financial education, and parenting support); and prevention outreach to underserved groups. At least 70% of the money a State gives out must go to programs whose main job is immediate shelter and related services. At least 25% must go to supportive services and prevention. To get a subgrant, an organization must be a local public agency or a nonprofit (including faith-based, community-based, tribal, or volunteer groups) with a proven record of helping these victims, or a partnership of two or more groups that includes such an organization plus another group that has a history of serving community populations with culturally appropriate services. The funds cannot be given as direct cash payments to victims or their dependents. Getting supportive services must be voluntary, and no conditions can be required to receive emergency shelter.
