Title 42 › CHAPTER 110 — FAMILY VIOLENCE PREVENTION AND SERVICES › § 10410
Provides grants to set up and run resource, training, and technical help centers that improve how people and groups prevent and respond to family, domestic, and dating violence. The program must fund two national centers and at least seven special-issue centers. It may also fund State resource centers in places with large American Indian/Alaska Native or Native Hawaiian populations and may fund extra training on new issues. One national center will serve all domestic violence programs and keep a central library of data and tools about how often violence happens, how to prevent it, and how to provide shelter and support. The other national center will focus on Indian tribes and tribal organizations, helping tribes improve safety for Indian women and coordinating with federal agencies that serve Native communities. The special-issue centers are national and provide help to State and local service providers. They must each focus on at least one area such as the criminal and civil justice response (including protective orders and self-defense issues), child welfare and custody in domestic violence cases, health care response and access, mental health and services for children exposed to violence, and three centers that work on services for racial and ethnic minority victims to make services more culturally and linguistically relevant. Who can get grants: mostly nonprofit organizations that focus on domestic violence and show direct experience, diverse advisory boards, and national support. The Indian center must be a tribal group or a nonprofit with tribal experience and the ability to work with tribes nationwide. Minority-focused centers and State centers have specific location and experience rules (including a 2.5% and a 10% population threshold in certain parts of the law). All grantees must submit yearly reports about their work and how well it worked.
