Title 42 › CHAPTER 110 — FAMILY VIOLENCE PREVENTION AND SERVICES › § 10414
Gives money to State Domestic Violence Coalitions to set up and run local projects that prevent family, domestic, and dating violence (including youth). The projects must bring different parts of the community together to work as a team, and they must use prevention and education programs. Grants last no more than 5 fiscal years. Payments need yearly approval and depend on available funding. Grants must be spread across States in different parts of the country. To get a grant, a coalition must include people from key community sectors (health care and public health; schools; faith groups; law enforcement and courts; victim service advocates; child or human services; business and civic leaders; and other local sectors). The application must show the group can run the project, use a coordinated community approach, and explain how it will pick an oversight committee, staff, evaluator, a community council, and a steering committee. The project must plan for training and technical help, create prevention plans and protocols, run evidence-informed primary prevention programs (like workshops, professional training, materials, age-appropriate education, and awareness efforts), do regular evaluations, address underserved and special needs groups, and share what worked. The Secretary can use some grant money for technical help, monitoring, and an independent evaluation. Each grantee must send performance reports and evaluations to the Secretary; those evaluations will be posted online and sent to Congress.
