Title 42 › Chapter 113— STATE JUSTICE INSTITUTE › § 10706
The Institute must make sure that money given by its grants, contracts, or cooperative agreements is not used to lobby for or against executive orders, laws, constitutional amendments, or state or local measures, except when a government agency or lawmaker asks a recipient’s staff to help or when the agency is considering a matter that directly affects the recipient’s work. The Institute must also require that people working on those projects do not take part in partisan political activities while they are working for the project. No Institute funds may pay for training that pushes particular nonjudicial public policies or encourages political activity. Agreements or contracts under this chapter only count to the extent and in the amounts provided in advance by appropriation Acts. Funds must add to and improve State courts, not replace State or local funding or build new court buildings, except for limited remodeling to show new designs or technology, or for temporary space for new or demonstration staff.
