Defines who counts as an eligible individual and gives simple meanings for four terms used in the chapter. Eligible individual — a person training to get the Child Development Associate credential whose income does not exceed 130 percent of the lower living standard income level. Lower living standard income level — the yearly income threshold the Secretary of Labor sets, adjusted for area and family size and based on the most recent lower living family budget. Secretary — the Secretary of Health and Human Services. State — each U.S. State, the District of Columbia, Puerto Rico, Guam, American Samoa, the Virgin Islands, the Commonwealth of the Northern Mariana Islands, the Marshall Islands, the Federated States of Micronesia, and Palau.
