The Secretary of Labor must create and keep a long-term research program to study how the unemployment compensation system works. The studies must look at different unemployment patterns (including seasonal jobs), how unemployment pay links with other social insurance, how state rules on eligibility and disqualification affect people, and claimants’ personal, family, and work histories. The Secretary must also study what would happen if groups now excluded were covered, starting with farm workers, and publish the findings. Up to $8,000,000 may be provided each fiscal year, starting with the year that ends June 30, 1971. The Secretary can fund the work with grants or contracts.
