The Secretary of Labor must help make unemployment benefit programs work better by training more qualified staff. The Secretary must run or arrange training courses (directly, with State agencies, or by hiring colleges or other groups) and may pay stipends. The Secretary must also make training materials and give technical help to State agencies, and must offer fellowships and traineeships to people in federal or State employment security agencies to prepare them for claims work and related jobs. The Secretary may require people who get paid training to work in the program for a set time or repay costs, but may waive repayment if that would be unfair. The Secretary may temporarily assign federal employees to State offices if the State agrees, and may agree to State employees coming to the Department of Labor; usual staff-exchange rules apply. Up to $5,000,000 may be appropriated for the fiscal year ending June 30, 1971, and for each year after, to carry out these activities.
