A collaborative applicant in an area that gets funds under this part must identify other money or support equal to at least 25% of the funds given to recipients in that area. Renewal funding for projects supported under parts C, D, and F as they existed before the effective date in section 1503 of the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 can count. Grants for leasing do not have to meet this match. The match can be cash for any activity allowed under section 11383 or in-kind services for those activities. In-kind services given by a different organization count only if a written memorandum of understanding says those services will be provided.
