Title 42 › Chapter 122— NATIVE HAWAIIAN HEALTH CARE › § 11709
The federal government must give money to Papa Ola Lokahi, by grant or cooperative agreement, to pay scholarships for students who meet the eligibility rules in paragraphs (1), (3), and (4) of section 254l(b) and who are Native Hawaiian, as long as money is available from the authorized funding. These scholarships follow the same basic rules as the section 254l scholarship program but with special changes. The types of health professions funded must match needs shown in the Native Hawaiian comprehensive health care master plan. The covered primary health services are those named in section 11711(8). When possible, the Secretary should choose recipients from a list Papa Ola Lokahi gives. Scholarship winners must do full-time clinical or nonclinical work to meet their service obligation, first in one of the five Native Hawaiian health care systems, and second either in a health professional shortage or medically underserved area in Hawaii or in a Hawaii area or facility the Secretary designates as similar. Counseling, retention, and support services must also be available to other students in health training who get scholarships or aid. A scholarship recipient cannot satisfy the service duty by joining the National Health Service Corps. The program cannot be run by the Indian Health Service. The special rules in sections 254d–254k, section 254m (except subsection (b)(5)), and section 254n do not apply to these scholarships. Money could be appropriated as needed for fiscal years 1993 through 2019.
