Anyone — an agency, organization, institution, or person — who wants a grant or contract under section 11801 must apply to the Secretary when and how the Secretary says to, and give whatever information the Secretary requires. The application must describe the project and say which purposes in section 11801 it will meet; state that the applicant will run or supervise the project; explain how it will be managed well; include plans for regular evaluation and for sending reports to the Secretary; and show money controls and accounting to make sure funds are used and tracked properly.
