The Secretary of Health and Human Services must give grants to eligible States so they can run community programs that prevent drug abuse among young people. States must apply and show they need the money and explain what projects the grant will pay for. Each year the Secretary must set aside 5% of available funds for national or high-impact projects. After that, of the remaining money, 25% is allotted among the States — if the remaining pool is under $40,000,000 the 25% is split equally; if it is $40,000,000 or more, each eligible State gets $250,000. One-half of 1% is set aside for Guam, American Samoa, the U.S. Virgin Islands, the Northern Mariana Islands, and the Trust Territory of the Pacific Islands based on need. The rest is awarded competitively, favoring States with high numbers of at-risk youth, clear needs, or plans for high-need areas. Grants may pay for community services and partnerships that use education, training, and recreation to prevent youth drug abuse. Funds can go to schools, law enforcement, community groups, recreation departments, business groups, and similar local partners. Priority is given to programs for youth out of school or at risk of dropping out; projects that re-engage dropouts or offer training and jobs; after-school, weekend, and vacation activities (including sports); projects involving businesses; outreach to high-risk people; community-wide strategies in places with serious drug problems; alternatives for gang-involved youth; before- and after-school programs with education, athletics, or creative activities; and efforts to tell youth about available programs. Applications must include a plan to measure how well the projects reduce drug abuse. Congress authorized $40,000,000 for fiscal year 1989, $55,000,000 for 1990, $60,000,000 for 1991, $66,550,000 for 1992, and $73,205,000 for 1993.
