Title 42 › CHAPTER 106 — COMMUNITY SERVICES BLOCK GRANT PROGRAM › § 9910
Private nonprofit groups must run the community services block grant program using a three-part board that helps plan, carry out, and review the program for low-income areas. The group picks the board. One-third of members must be elected public officials who hold office when chosen (or their representatives); if not enough elected officials are available, appointed public officials or their reps can fill that third. At least one-third must be people chosen by democratic methods to represent low-income residents and they must live in the neighborhood they represent. The rest are local business, labor, religious, education, law enforcement, or other community leaders. Public organizations must either use a similar three-part board with at least one-third democratically chosen low-income residents who live in the area and can take part in program decisions, or use another state-approved way that ensures low-income people help make decisions and participate in the program.
