Defines key terms used in this part. Commuter authority means what title 49, section 24102(4) calls a commuter authority. Commuter rail transportation means what title 49, section 24102(5) calls commuter rail passenger transportation. Intercity rail transportation means service provided by the National Railroad Passenger Corporation. Rail passenger car means single-level and bi-level coach, dining, sleeping, lounge, and food-service cars used for intercity service. Responsible person means: if a station is more than 50 percent publicly owned, that public owner; if more than 50 percent privately owned, the rail providers, split fairly by rules the Secretary of Transportation sets; if no one owns more than 50 percent, the rail providers and the non-private owners, split fairly by those rules. Station means the part of property next to the tracks the public uses for rail service, such as platforms, waiting and ticketing areas, restrooms, and, when a public owner controls the property, concession areas; flag stops are not included.
