The Commissioner must give grants to every State to improve planning and expand supportive services for children, youth, and families. These grants fund services that help children develop, prevent problems, and fix problems when they happen. They must make sure kids and families have safe places to live, good physical and mental health care, help so children are ready for school, strong educational chances, job training and apprenticeships, chances for community service and a say in decisions that affect them, and a range of civic, cultural, and recreational activities that build self-esteem and community ties. The Commissioner must also award competitive grants to States to create family resource programs, including family support centers. These programs must help families stay together and thrive by teaching parenting skills, helping families use formal and informal supports, building support networks, and linking with other local resources without duplicating them.
