The State's chief executive (like the Governor) must prepare and send a plan that covers 3 years to the Commissioner to be eligible for grant money under sections 12337, 12338, or 12339. The plan can be revised each year. It must include the required written assurances and a description of the State’s multi-year ideas for building and running the program. A State can apply under section 12337 alone, sections 12337 and 12338 together, or section 12339. The Commissioner must approve plans under sections 12337 and 12338 if they meet those rules. Before disapproving, changing a plan, or saying a State cannot get funds, the Commissioner must give the State reasonable notice and a chance to fix any problems.
