Require the State, territory, Indian tribe, or local school agency to make sure students in private nonprofit elementary and secondary schools can fairly take part in the programs and benefits. After talking with private school representatives, they must provide services for those students and training for their teachers, sized to match how many private school students are in the area. If a state or agency is barred by law from doing this, or the Corporation finds they fail or refuse to provide fair participation, the Chief Executive Officer must waive the rule and set up the services for those students and teachers.
