Creates a National Civilian Community Corps Advisory Board to advise the Director and help the Corps respond quickly and well to natural and other disasters. Board members must help coordinate the Corps’ work, including calling up volunteers and running volunteer centers so local communities can recover. The board must have 14 members: the Secretaries of Labor, Defense, Interior, Agriculture, Education, Housing and Urban Development, Transportation, and Energy; the Chief of the National Guard Bureau; the Chief of the Forest Service; the FEMA and EPA Administrators; the Corps Chief Executive Officer; and Director-appointed representatives from schools, volunteer groups, public and private organizations, youth, and labor. Section 1013 of title 5 does not apply to the Advisory Board.
